DV entry reference: birthplace
Cuba was listed among excluded birthplaces in DV-2026. That cycle is closed. A legally valid alternate-chargeability exception may need individual assessment.
Country of birth normally determines chargeability. Citizenship or current residence alone does not replace it. Check spouse, parent and territory exceptions in the actual cycle’s instructions.
Official DV-2026 archive ↗Visa restrictions: a separate question
Cuba is included in the partial-suspension list that affects immigrant visas, including DV.
Nationality, passport, location and visa validity at the effective date can matter. Limited exceptions require individual review. Do not treat a country selector as a final eligibility ruling.
PP 10998 guidance ↗What to prepare for a Cuba case
Use the current photo standards, verify your education or work route, and record required spouse/child details accurately. After selection, the document format depends on the country that issued each record, not solely your nationality.
A person born in Cuba may need police or civil records from more than one country because of past residence, marriage, birth or arrest history.
