DV Country Eligibility vs U.S. Visa Restrictions

Understand the difference between birthplace chargeability, nationality-based visa restrictions and case-specific exceptions.

★ Sources reviewed · Independent guidance

Entry eligibility follows a different rule

DV chargeability normally follows birthplace. A passport’s nationality does not automatically change it. Some spouse or parent exceptions may apply.

PP 10998: restrictions affecting visa issuance

The reviewed guidance took effect on 1 January 2026. It describes full or partial visa restrictions affecting named nationalities, plus PA-issued or endorsed travel documents. Its scope depends on location and existing visa validity at the effective date, among other factors.

Full-suspension nationality list

Afghanistan · Burkina Faso · Burma (Myanmar) · Chad · Equatorial Guinea · Eritrea · Haiti · Iran · Laos · Libya · Mali · Niger · Republic of the Congo · Sierra Leone · Somalia · South Sudan · Sudan · Syria · Yemen

Partial-suspension list affecting immigrant visas

Angola · Antigua & Barbuda · Benin · Burundi · Côte d’Ivoire · Cuba · Dominica · Gabon · Gambia · Malawi · Mauritania · Nigeria · Senegal · Tanzania · Togo · Tonga · Turkmenistan · Venezuela · Zambia · Zimbabwe

Partial restrictions can still affect Diversity Visas. Limited exceptions, including specified dual-national passport cases, need individual review. These lists do not decide any person’s legal eligibility.
