A special chargeability case

Palestinian territories / PA documents is a territory or special case for DV chargeability. The official instructions say which country its natives are charged to (for example, natives of Macau select Portugal and natives of Martinique select France). Do not infer eligibility from a country selector; read the instructions for the cycle you enter.

Country of birth normally determines chargeability. Citizenship or current residence alone does not replace it. Check spouse, parent and territory exceptions in the actual cycle’s instructions.

Travel documents assessed separately

PP 10998 separately addresses travel documents issued or endorsed by the Palestinian Authority. Nationality, document type and exceptions need individual review.

Nationality, passport, location and visa validity at the effective date can matter. Limited exceptions require individual review. Do not treat a country selector as a final eligibility ruling.
